OPERATIONS

The National Registry operates as follows

1. At the rayon level of the National Registry, general information and medical and dosimetric data on the followed-up persons are gathered as part of prophylactic medical examinations of the population groups included in the National Registry and these data are accumulated, stored and updated using formal medical documents approved by the Ministry of Health and Social Development of RF.

Likewise, information is gathered, accumulated, stored and updated at the oblast level (in the oblast affiliation of the National Registry).

At the regional level, the regional center of the National Registry is in charge of gathering, accumulating, storing and updating the information provided by the RF constituents and transferring all data to the lead organization maintaining the National Registry.

2. At the federal level, the regional level data are used as a basis for gathering and storage of information about the followed up persons. Complete personalized accounting is required at the federal level for all persons who live in the RF and subject to entering into the National Registry (item 5).

Information about all registered persons is transferred electronically to the parent organization once every six months, as provided by relevant procedures.

3. The parent organization performs computer checks of the information received. Erroneous information not meeting the applicable requirements is returned to the regional level of the National Registry for corrections.

4. The organization and execution of work at the oblast and rayon levels towards obtaining primary medical and dosimetric information, on an annual basis, is the responsibility of health care authorities in the constituents of the RF.

5. Information about the persons registered in the health care institutions of the Ministry of Defense, FSS, MVD and FAAE is transferred to the National Registry in compliance with the applicable regulations prescribing the mode of interaction between the lead organization and specific ministries and agencies.

6. The National Registry federal level has the authority to request information from ministries and agencies, facilities and organizations of the RF for verification, updating and retrospective reconstruction of dosimetric data available in the National Registry, as well as for assessing individual, collective and population radiation doses.

7. The federal level of the National Registry is responsible for preparing annual guidebooks with assessments of the health status and predictions of late stochastic effects of radiation exposure for the population of the RF as a result of the Chernobyl accident. The users of the guidebook are the Ministry of Health Care and Social Development and the Ministry of Emergencies, as well as the affiliated Federal Agency of Health Care and Social Development and the Federal Service for oversight of safeguarding consumer rights and human welfare.
